Re-roofing permits in Kelowna, West Kelowna and Lake Country
Kelowna, West Kelowna and Lake Country are three separate municipalities, and each runs its own permit office: the City of Kelowna, the City of West Kelowna and the District of Lake Country. None of their permit pages we opened singles out roof replacement, but Lake Country's Building Regulation Bylaw 1070 exempts "repair and maintenance of lawfully-conforming structures" outside development permit areas. We confirm per address.

Three building departments around Okanagan Lake
The first question on any Central Okanagan roof is which side of a municipal line the house is on. Glenmore, Rutland and the Mission are in the City of Kelowna. Westbank, Glenrosa and Lakeview Heights are in the City of West Kelowna, on the west side of the lake. Winfield, Oyama and Okanagan Centre are in the District of Lake Country to the north. Each one has its own bylaw, its own staff and its own wording.
City of Kelowna: what kelowna.ca says
The City's building pages state that "a City building permit is required for any changes, alterations, or additions to a structure." The convenience copy of Building Bylaw No. 7245 posted on kelowna.ca lists "repair and alterations of buildings and structures" among the work that needs a permit, and we found no roofing exemption in it. The City notes that copy is not the official version.
The City's bulletin list covers decks, carriage houses, secondary suites and an asbestos bulletin, but not roofing. With nothing in writing either way, we confirm a Kelowna re-roof with the Building and Permitting department, at 250-469-8960, rather than assume.
West Kelowna and Lake Country
The City of West Kelowna's building page says "Permits must be obtained for most projects on private properties in the City of West Kelowna", and warns that missing permits can mean delays, removal of finished work or legal action. It does not mention roofing. Its Building Department is at 778-797-8820.
The District of Lake Country is the only one of the three whose bylaw text speaks to repairs. Section 2.3(j) of Building Regulation Bylaw 1070 exempts "repair and maintenance of lawfully-conforming structures" as long as life safety and building performance are not reduced. Two catches follow: the exemptions do not apply "within a development permit area" under the District's Official Community Plan, and section 8.1(w) requires a permit for "any structural change, alteration, or repair".
Kelowna's Wildfire Development Permit area
Kelowna also uses a planning tool for fire. The City's Community Wildfire Resiliency Plan 2022–2026 describes a Wildfire Development Permit area under the 2040 Official Community Plan, which "requires development permits for subdivision, rezoning, or construction of multi-family" buildings in that area.
As written in that plan, a single-family re-roof is not one of the listed triggers. The plan does recommend that the Wildfire DP be extended to the construction and major renovation of single-family homes, so this is an area to re-check on every job. If your house is on a strata lot, the strata's approval is a separate step on top of any City permit.
When a Kelowna re-roof changes the structure
All three bylaws draw the same practical line between replacing a roof covering and changing what holds it up. These are the jobs where we expect a permit conversation:
- New rafters, trusses or large areas of replacement sheathing
- New skylights, dormers or a roof over an open deck
- Raising a low-slope roof to the 3/12 minimum our profiles need
- Any roof work on a house inside a Lake Country development permit area
How we handle permits across the Central Okanagan
At the estimate we note the municipality and check your lot against its development permit maps. We confirm per address what the City of Kelowna, the City of West Kelowna or the District of Lake Country needs, apply for any permit before the crew arrives, and tell you in writing what we found.
Kelowna questions, answered
I live in Westbank. Is my roof permit a Kelowna one?
No. Westbank is in the City of West Kelowna, a separate municipality since 2007 with its own Building Department. Its page says permits are needed for most projects on private property. We confirm with West Kelowna's Building Department what your re-roof needs before we schedule anything.
Does Kelowna's Wildfire Development Permit apply to my roof replacement?
Under the City's 2022–2026 resiliency plan, the Wildfire DP is triggered by subdivision, rezoning or multi-family construction, not a single-family re-roof. The same plan recommends adding major renovations of single-family homes, and bylaws change, so we check the current rules for your address at the estimate.
My Lake Country house is in a development permit area. Does that change things?
It can. Lake Country's Building Regulation Bylaw 1070 says its exemptions, including the one for repair and maintenance, do not apply within a development permit area under the District's Official Community Plan. That makes it more likely a permit or approval is needed, so we confirm with the District first.
